Kansas Statute 74-3202d established performance-based funding for technical colleges, community colleges, state universities and Washburn University. Each institution’s receipt of new state funds is contingent upon meeting goals outlined in its Performance Agreement. Institutions submit a Performance Agreement for Board approval once every three years and performance is evaluated annually.

PERFORMANCE REPORTS
To be eligible for new state funds all technical colleges, community colleges, state universities, Washburn University, and Washburn Institute of Technology annually submit a performance report. Staff reviews the reports and suggests revisions, as needed. The Board Academic Affairs Standing Committee (BAASC) generally reviews performance reports at meetings held between September and December. The full Board typically acts on performance reports at its December or January meeting. Staff will email performance reporting forms to institutions.

The Office of Academic Affairs has primary responsibility for issues related to policy and activities that further the academic mission of system institutions. Academic Affairs staff assist the Board by operating in three broad areas:

Governance of state universities: manage the review and approval of university degree programs, academic calendars, and accreditation reports; implement credit for prior learning policy; oversee Qualified Admissions and the student complaint process; administer state grant programs that support teacher education preparation and foster university research.

Coordination among state universities, community colleges, and technical colleges: manage the systemwide course transfer, reverse transfer, concurrent enrollment, and developmental education initiatives; mange the review and approval of performance agreements/reports.

Regulation: regulate private and out-of-state institutions seeking to offer education in Kansas; implement the State Authorization Reciprocity Agreement (SARA).
